Oh, come on. If such laws cause people to hide from

Frankly, if I was lost in the woods and at the edge of
death, I'd consider $500 to be the world's greatest
bargain for getting rescued. $25,000 would be a bit
of a shocker, but I'd pay up and still be glad.
There are other ways to arrange it though. For example:
At the trail head there's a metal box with envelopes, and
a sign that says how much the insurance fee is to get
rescued if you get in trouble. If you pay by putting your
cash in the envelope, sealing it, signing and dating it,
then put it in the box, then your resuce is free. If not,
then you pay the full cost of the rescue. $10/person
and only one in 2,500 people gets lost, and it's a wash.

And "the obvious solution" would be wrong. It would be close, but wrong.
An additional 16% of 84% (1.16 x .84) would bring the fees up to 97.44% of
the costs of SAR missions.
Think of it this way. You have 84 points. You want a total of 100
points. To figure out how much the needed increase is as a percentage of
the points you have (a.k.a. the fees now collected), you need to solve the
following equation for p:
84 + (p x 84) = 100
(1 + p) x 84 = 100
1 + p = 100/84 = (approximately) 1.1905
p = .1905
So a 19.05% hike in user fees would do the job, provided the same number
of users paid fees and SAR costs remained the same. I wouldn't consider
either of those conditions to be guaranteed, but I'm not an expert on
that.
