The tides will be highest when in conjunction at the point of greatest
addition of mass. In opposition at the point of least subtraction of
mass. The moons apogee and perigee also play into the equation and is
much more complicated than most people would imagine! It is not as
simple as it says in high school text books.

THE TIDES ARE LOWEST ON THE SIDE OF THE EARTH OF
THE MOON AT BOTH FULL MOON AND AT NEW MOON.,THE TIDE ON
THE OTHER SIIDE FROM THE MOON IS ALSO
LOWEST AT FULL MOON. AND NEW MOON..SEE NOAA DATA.
