I can post the code for a Poisson random number generator here.
But first I have a concern. Poisson numbers are bounded on the low
side by zero (including zero) but are not bounded on the high side.
So I'm puzzled by your need for LB and UB.
But the OP already has a Poisson number generator. Could it be this is
