1. A simple LVTTL to LVPECL interface without interface IC ?
Any info ?
2. If I want a single ended output from a LVPECL,can I leave
the other differential output open (unconnected) ?

Resistive level shifter, 4 resistors maybe. 2 resistors if you have an
intermediate supply rail available. I could draw it and post to abse
if you want.

Yes. Vcc current will be better balanced if the loads are balanced,
but that will almost never matter.
