Note that Arianespace made the same claim earlier this week...
From Itar-Tass:
"Russian-American company leads market of space services
09.01.2004, 17.11
MOSCOW, January 9 (Itar-Tass) - A Joint Russian-American Enterprise,»
The International Launch Services" (ILS) is now in control – in
conjunction with Khrunichev Company – of more than one-half of the
world market of space services, a source at the press office of the
Khrunichev Space Center, which is marking the Company's tenth
anniversary on Friday, told ITAR-TASS.
"Last year, the ILS that is in charge of marketing the Proton carrier
rocket on the world market concluded seven contracts for the 2004-2006
period, more than the total number of the deals concluded by the other
international companies taken together," the source said.
Among the factors of this success is the fact that the cost of Russian
space launch services is 25 to 30 percent lower than that demanded by
the American and French service providers. Thus, Israel paid 40
million dollars for the launch of its Amos-2 satellite at the end of
December 2003; it would have had to pay at least 60 million dollars,
if the satellite had been taken to orbit by an American Atlas carrier
rocket.
A number of other contracts are being negotiated for the launch of
foreign satellites for various purposes with the help of heavy
"Proton" carrier rockets fitted out with Briz-M boosters. Moreover,
"five contracts for the launch of converted Rokot carrier rockets are
in the process of coordination,' the source said.
Prepared for the signing is a contract with the Russian state-owned
enterprise "Kosmicheskaya Svyaz" ("Space Communication") for the
launch of a Proton carrier rocket with two small communication
satellites that are to be developed and manufactured at the Khrunichev
Center.
Heavy Protons and medium-class Soyuz rockets will be Russia's main
carriers to take foreign satellites to geostationary orbits in 2004.
The first Proton is scheduled to take an American communication
satellite of the W-3A series to orbit from Baikonur in the middle of
March.
In the first ten years of its existence, the Khrunichev Center became
on of the world leaders in the development and operation of new space
technologies. They contribute to Russia's achievements in her
successful competition against the developments that are being made in
America and Europe.
As a result of its international activity, the Khrunichev center has
retained the Proton manufacturing facilities and land-based
infrastructure for its launches at Baikonur: 31 commercial launches of
Proton rockets have been successfully carried out since 1996.
Experts believe that the coming into operation of the modernized
Proton rockets fitted out with Briz-M. oxygen-hydrogen upper stages
has considerably reinforced Russia's positions in the world market of
space launches. "
