Let's start a partial list of what that would require:
1) Complete removal of any other gravitational body in the Universe
2) Complete Tidal locking of the Earth to the Moon (cancels out tidal
effects and atmospheric drag)
3) Completely remove the differential momentum of the Moon that causes
it to "rock" slightly "up and down".
4) Add or remove momentum to the Moon, to circularize its orbit.
Of course, no one would be alive to witness this "exact" circle...
