Canter & Siegel have obviously arrived in India. Perhaps other countries
that repeatedly engage in allowing the propagation of spam messages to
the rest of the planet should have adjustments made in their
international aid package to compensate. And Google fined for their
assistance in enabling it.

Does Google Adwords absolutely have to pay out funds in India?
