standardize ordinal distribution....

Thanks Rich.
Let me give a practical example. There are 75 people who attended 3
different courses consist of 15, 22 and 38 participants.
denote by a1, a2, .... a15 participants in the first course, b1,
b2 ... b22 the second and c1, c2 ..... c38 than the third.
At the end of the course each participant is given a ranking.

The participants at the end of the course are employed in the
territory in different regions, suppose to be 4: R1(8 people), R2 (29
people), R3 (17 people), R4 (21 people).

My aim is to assign each region a score that indicates the group
"best", the second best.... (the order of the regions) on the basis of
scores obtained by participants in the courses.
