The key questions are:
1. WHY was that radiotherapy given?
2. What would have happened if the radiotherapy would not have been given?

Lots of cancer patients are receiving radiotherapy to the brain. Most of
them are getting WBRT ie to the whole brain, either in the prophylactic
setting (lung cancer) to prevent metastases from occuring, or
palliatively once metastases are found.
Because of reduced life expectancy the palliative radiation is given
fast and dementia is common should the patient live >3 years.
Otherwise the fact that RT causes cognitive deficits is well-known, no
surprises. Its the old story of choosing the lesser of two evils, in
this case the greater evil is dying with a runaway brain tumour.

EXACTLY! Those who receive radiation are in a severe condidition which MUST be
treated with radiation - and it is the severe condition which actually causes
the situation. The radiation is not given without sound reason.
