PORTSMOUTH — The Centers for Disease Control is expected to announce
Sunday that the number of annual HIV infections is actually 25 to 50
percent higher than the organization has been reporting for the past
several years, according to the Community HIV/AIDS Mobilization Project.

The new estimate of approximately 56,000 annual infections will be
published in the Journal of the American Medical Association and
presented publicly at the International AIDS Conference in Mexico City.
The revision also includes a back-calculation revealing that, for the
last 15 years, infection rates were up to 50 percent higher than the
long-held 40,000 annual estimate.

This new information comes as no surprise to Paul Brogan, executive
director of AIDS Response-Seacoast of Portsmouth.

"We had heard rumblings that new figures were going to be released, but
no one would tell us anything," Brogan said. "However, we sort of
expected it. We've seen 20 new clients since January, which is a lot for
our small agency."

The increase in clients is an issue for the ARS, but it is who makes up
this group that is most telling, the agency's executive director said.

"What concerns us most is that much of this group is made up of young
people in their 20s and 30s," Brogan said. "They're people who either
don't remember what was going on in the '80s or think that (with all the
medications available now) it's no big deal to contract HIV; that it's
like having asthma."

Brogan said there is a real need to go back to the kind of educational
efforts concerning the disease that was commonplace in the 1980s and
'90s.

"We need to get back to doing education in the schools, which we haven't
been doing for the past few years," he said. "We've seen a loss of
funding for education, and when HIV/AIDS is discussed in the classroom,
it is lumped in with other sexually transmitted diseases, like gonorrhea
or syphilis, which are curable."

The ARS director admitted that the drug breakthroughs have helped people
infected with the virus live longer, but also noted that he has seen
several people die of the disease right here on the Seacoast this year.
He also noted the side effects of the HIV drugs can be intense.

"It does not allow for the best quality of life," said Brogan.

The ARS director said he needs to reach between 8,000 and 12,000 kids a
year with information about HIV/AIDS to make a real difference. Without
federal funds, Brogan said, he has been feverishly writing grant
requests to corporate and private foundations for the money he needs.

"This is really about education and prevention," he said. "If we don't
get a handle on this now, it just will spiral into a situation that is
much worse than it already is."

CHAMP is prepared to make the data concerning increase in new HIV
infections an issue in the presidential campaign.

"The HIV epidemic in the U.S. continues to spread and at a rate greater
than was previously thought," said Julie Davids, CHAMP's executive
director. "The real measure of political leaders and the American people
is if this bad news spurs good action — the establishment of a
comprehensive and accountable national AIDS strategy that will eliminate
barriers to effective prevention, generate adequate resources and hold
our government accountable for ending this epidemic."

Walt Senterfitt, Ph.D., RN, MPH and CHAMP board co-chairman, said the
question of whether HIV rates will become a campaign issue could be
answered in short order.

"Shortly after (Sunday's) announcement, Senators McCain and Obama will
speak at Rick Warren's Saddleback Church, where they will face questions
on HIV/AIDS," Senterfitt said. "Will they take this opportunity to call
out for bold measures in the domestic epidemic, including a national
AIDS strategy, full funding for honest HIV prevention and
ground-breaking research, and an end to homophobic
abstinence-only-until-marriage programs? Or will they continue to
relegate the domestic epidemic to the back-burner of this campaign?"
