MEXICO CITY -- The United States has been underestimating the rate of
new HIV infections by 40% for nearly a decade, said officials of the
U.S. Centers for Disease Control and Prevention.

The CDC now says an estimated 56,300 people a year are becoming infected
with the deadly sex-and blood borne virus, up from the old rate of
40,000 people a year. Over one million people in the U.S. are infected
with human immunodeficiency virus, or HIV, the virus that causes AIDS.
Some 33 million people world-wide are living with HIV AIDS and another
25 million have died from it, most of them in sub-Saharan Africa.

The new rate is based on improved counting and statistical methodology
which the CDC had developed and had vetted in the Journal of the
American Medical Association. The report was embargoed for presentation
at the XVII International AIDS Conference which begins in Mexico City on
Sunday. However, an embargo break caused JAMA to life the embargo just
after 9 a.m. Central Daylight time on Saturday.

Dr. Kevin Fenton, CDC's top AIDS expert, said in an interview that the
higher infection rate has probably been stable for several years, but
serves as a wake-up call to be vigilant and to improve prevention
methods such as safer sex, condom use and abstinence. A worrisome spike
in infections among young gay men is occurring in the wake of effective
treatment that has muted their sense the disease's dangers. Critics of
U.S policy have said for years that the U.S. policymakers, who have
stressed abstinence programs, should do more to reduce harm by promoting
condom use and by lifting a federal ban on funds for needle exchange,
which would reduce risk from sharing of used needles and syringes.
