My understanding from elsewhere is that all the exploration rigs are
already booked years in advance.
Ideas ?

Why would the oil companies want to get more oil out of the ground ???
That makes no sense,
For the oil tycoons:
"same oil",
"same production facility",
"same distribution channels"
"more money"
Why would they change anything !!???
Besides, the original post was not about oil anyway.
If you had a chance to see the web site that OP linked too,
It was a McCain ad.
