Electric permitivity and magnetic permiability of the matter medium
determine how fast EM waves will move through. Changes in matter's EM
strength propogate slower than light in the chosen medium
EACH TRANSPARENT MATTERIAL WILL HAVE AN EM PERMITIVITY AND
PERMIABILITY RATING
