I have a question about the Space Shuttle ACES suits. As seen in the
image at:

The crew members all have 2 items that extend from the suit around
their neck to the front area of the ring where the helmets attach. In
the past I have seen some crew members with them and others without
them. What are they called and what's the purpose of them?

there is a rubber neck dam that is to prevent water from getting into
the suit in case of ditching. The dam is tight, warm and irritating.
Those are straps to temporarily pull the dam away from the neck.
They have a fail safe mechanism, the helmet can't be attached without
unhooking (velcro) the strap.

My uneducated guess is that there is some sort of rubber skirt between
the helmet collar ring and the next of the crewmember. Those 2 things
may be some sort of retainer that pulls the skirt away from the next so
that the person doesn't feel like he/she is being strangulated by the skirt.

Another option would be electrodes that can send 50,000 volts to the
crtewmember's neck should that crewmember not obey NASA orders Smile Smile

Leave it to NASA to rename stuff pointlessly - that's an interlock,
not a fail safe.
