I show that the electrodynamics' spin tensor is needed for
interpreting of works by Loudon, Bishop, Nieminen, Heckenberg,
Rubinsztein-Dunlop, Simpson, Dholakia, Allen, Padgett, Parkin, Knoner,
Garces-Chavez, McGloin, Dultz, Schmitzer, O'Neil, and MacVicar.
Prof. Satoshi Kawata Editor Optics Communications does not object to.
But he write that my paper "does not contain enough novelty or
significance".

I show that, contrary to the standard electrodynamics, a rotating
electric dipole emits spin along the axis of rotating. Prof. Kawata
rejected my paper and wrote, "The ratio of energy to spin is equal to
angular frequency for the circular polarized plane wave only." But
this sentence is erroneous and is not related to my paper.

I show that the spin tensor causes a torque for a perfect reflector,
but Prof. Kawata rejected my paper without a judgment on the
correctness or technical aspects of the contribution.

Unfortunately, The Kawata style is the style of "Optics
Communications"

Unfortunately, The Kawata style is the style not only of "Optics
Communications" but of PLA as well. Vladimir Agranovich does not
object that the spin tensor is needed for interpreting of the papers.
However he rejected my paper "Inevitability of the electrodynamics'
spin tensor" because the papers are correct. I think it is a complete
absurdity.
I wrote to him, "The correct papers confirm an existence of the new
physical object. A correctness of references does not exclude a
scientific importance of a paper."
