Would it be possible to use a GPS12XL data cable on a GPS12 and then
be able to connect to a PC to be able to upload, download, etc? |

Sure it is only the power cable that is different. Data cable (without
power as well) is no problem.

The data side is compatible, but power isn't. The 12 requires 5-8 volts,
whereas the XL will work on 12v or more. For this reason, the 12 has an
extra (non-working) pin in the centre of the 4 working pins of its
data/power socket. Plugs to fit the 12 need an extra hole to go over this
centre pin to prevent it (the 12) from being damaged by too high a voltage.
Unless the XL cable has this hole - which it won't have if it is a combined
power/data cable - the plug won't fit.

Yes. But if the data lead doesn't have the centre hole in its plug you'll
either have to drill a hole or break the pin off in the 12's socket.
