No thanks - there are enough derogatory expressions about the Dutch
already, like Dutch Courage, to make one wonder what 'Dutch Intelligence'
really would mean ...
As I understand it "Dutch" is a corruption of Deutsch, so blame it on the

Do you still use a tube black/white TV set with only channels 2 to 13 ?
Since a lot of the systems used by NASA are no longer manufactured, it may
be cheaper for NASA to use modern systems for that CEV thing should it be
built versus having 1970s systems specially built.
Look at technologies such as real player that automatically adjust to
available bandwidth for instance.
Instead of having different stystems for S and KU bands, they could have
one communication system that automatically thorttles voice when KU is not
available as it switches to S-band only, and also reduces the
frames-per-second rate and possible downsamples video images from HD to
VGA/NTSC.
When you look at quality of service technologies, they could also
prioritise other data packets such that emails could still go through on
s-band, albeit at a very slow rate. And hopefully, they will get rid of
that silly outlook "you must reboot your PC so we can deposit your mail
files" and use an SMTP server on board that will automatically exchange
emails with available bandwidth without requiring crew intervention and
forcing a laptop to be idle while the file transfer is being done. |

because it costs too much to upgrade the shuttle audio, only that we
can expect shuttle (and during the shuttle's lifetime, ISS) to
continue to have bad audio.

I suspect that CEV's sound quality will be an improvement over
Shuttles, but doubt it reach 'Skype like' quality.
