LPI, in this context, is probably the Lunar and Planetary Institute

What exactly does the paper concern? That would probably be a big help
when trying to track them down.

Bingo!
http://www.jannaf.org/about.php
"Information in the field of liquid propulsion was exchanged by the
military services in various ways prior to 1956. At that time, a Liquid
Propellant Information Agency (LPIA) was formed at APL by these
services. The Advanced Research Projects Agency (ARPA) and NASA began
participating in SPIA and LPIA activities in 1959."
