A 2nd RFD has been posted to us.config to create a new newsgroup,
us.military. Purpose of the group, according to the proposed charter,
is to discuss "general topics that are universal to, or related to the
joint planning, operations and training of the United States military
services."
The 2nd RFD was posted on Wednesday, February 25, at Message-ID:

The 1st RFD was posted on Sunday, February 22, at Message-ID:
<9jMZb.3590$aT1.2115@newsread1.news.pas.earthlink.net>
Significant changes were made to both the rationale and the
proposed charter in the 2nd RFD.
