As a poor lay-person, I've decided to bite the bullet and subscribe to a
journal to enable me to make an STM. Should I still go for Review Of
Scientific Instruments or is iop.org better?

Neither - though if you must, go for RoSI since I know they have articles
on the subject but I don't know if any IOP journals have any such articles.
I know IOP's quarterly journal "Nanotechnology" had nothing useful for such
an endeavor.

You don't have any nearby college or university libraries where you can
browse these journals? Because if you don't, it will be expensive to
subscribe to RoSI. On the order of hundreds of dollars a year.
