Perpetual motion is not dependent on energy, it creates energy. A
robot can self-propell itself to Europa, bring a chunk of ice and drop
it to our Moon. Earth's Moon is perfectly situated to have Earth-like
temperatures. There is a possibility. Robots double every day in
number. In a month enough robots to bring all the needed water from
Europa. Self propelling means a constant acceleration in speed in
space would get this robot to Europa in a month and back in another
month, in three months the Moon has water, oceans, frozen at first,
but as atmosphere with oxygen grows, perfect temperatures develop, a
place to escape global warming. It is all possible.
