Someone gave our museum a C-8 8" SCT. I thought I'd set it up, but
immediately found a bolt extending from the tripod top without any apparent
way to place the wedge on it. I noticed a long vertical shaft under the
platform, and discovered one can raise a center pole up through the top. It
has the bolt on the top. Maybe it'll dawn on me how to put this together,
but I find this rather surprising. Can anyone give a clue as to why it's
designed this way?

Ah, a friend explained it to me. The vertical pole is for a camera or
binocular mount. Odd they wouldn't have recessed the bolt completely, but I
did mount the wedge. I would think its protrusion might cause some wear on
threads after awhile.

Were all C-8 telescopes f/10?

No. But its a wonderful resource available to everyone.
Many of the questions you ask could be answered there \
with just a few typewritten words and a click. Google isnt as
good as it once was (too many ads now) but it is worthwhile
and but than total ignorance.

One tip: I used a drillpress to drill a large hole in the base of the
wedge to accommodate the use of the camera pole without having to
remove the wedge.
