How to develop a statistical guideline?

Dear Experts,
I have been asked to develop a statistical guideline, so may I know the contents of this guideline, and if there is any reference that can help me?

And for what purpose, and for whom? Is this a data manual, data definitions,
or Information Governance?

I work in the National Health Service in the UK some of the time.

There are no individual criteria for public hospitals and Primary CAre
Trusts for this sort of thing - this is determined cerntally - but, for
instance, see the Information Governance website of the Chelsea and
Westminster Hospital, London.

The standards and guidelines are not set by individual hospitals but by law
or the Healthcare Commission in terms of performance targets.

There is an Information Governance Toolkit.
