Does anyone know if there are English terms for Hoofdspoor and
Grarantiespoor? The context is consultations in tendering for government
contracts.
Is there anyone out there?

Never heard of those words in that context, Peter,
but then I only speak common Dutch, not legalistic jargon.
A "hoofdspoor", is for me a main line train track.
Grarantiespoor is "garantiespoor", never seen or heard that.

I had already found what Hoofdspoor is, but can't think why the
procedure is called that. Got to call it something, I suppose.
These are yet again concepts that are understood (one hopes) by the
people whom use them but often have no clear definitions, or at least
none that I can find, and no direct equivalents. That's why I hate doing
legal and financial work, because the systems in NL and the UK are not
equivalent.
As for the difference between procurement and acquisition, that can
depend on the context and the procedure. I would acquire a PC, but a
government dept would probably procure one. Acquiring a woman and
procuring one are also quite different!
In the end I left Hoofdspoor and Garantiespoor in Dutch.
Anyway, my brain hurts after doing >15k words in the last few days. Time
to have a snooze and then catch up with the newspapers.
