Character Encoding Inspired by the Arecibo Message...

Hello SETI enthusiasts!

I thought perhaps some of you would appreciate this alternative to
ASCII/UNICODE. I've whimsically called it the "Universal Semiotic
Coding for Information Interchange" (USCII):

Now admittedly...aliens wouldn't know what to make of the English
alphabet even if they can do the math to find it in a signal! Smile But
here on Earth, human history has many cases of losing its decoding
knowledge for certain writing systems. So it seems a useful thought-
experiment to figure out how to mitigate dependence on tables which
may be separated from the signal that depends on them.

(There are also some interesting properties of being able to recover
data "visually" if it is corrupted by a noisy channel.)
