It doesn't matter. Whatever you do, a large number of people will
consider it morally wrong, usually meaning "HOW DARE YOU do something
that disagrees with my personal opinion?"
Then, unless you are 100% successful within about 2 weeks, millions of
idiots who have had nothing to do with planning a large operation will
condemn you, using individual words and phrases and ignoring everything
else you said or attempted to do.
If you are 100% successful within a very short time, partisan hatred
will be raised to show that you did the right thing for the wrong
reason, or some country in Europe or Asia disagrees with your methods so
you have been dragging the US through the mud, or you wasted money that
should have been spent here to increase welfare benefits, or something.
Whatever you do, you are wrong by definition.

How about supplying Iranian rebels with SAMs to shoot down Iranian helicopters,
or infecting Iranian government computers with viruses to disable the censors.
