hi,

I'm looking for a new multimeter (or used off ebay). If anyone has some
recommendations for meters under $100, please sound off!

There is no such thing as a single "best" multimeter. Different folks
have vastly different requirements.

I tend to stay away from used equipment unless there is a genuine
warranty that all functions will work to spec.
