What is the best textbook or instruction source for learning how to
map the phonology, especially the vowels, of a new language in the
field? I want an accurate scientific system to know how to place exact
vowels in the quadrilateral, with or without rounding, etc.

Peter Ladefoged's _ Phonetic Data Analysis: An Introduction to
Fieldwork and Instrumental Techniques_ is a good starting point. It
has a lot of insight not just specifically for phonetic data
collection and analysis, but for the principles behind conducting
fieldwork (advice on how to interact with the informants, etc.).
Anything you need to do beyond what's covered in that book would
probably require taking an actual phonetics course, or at least
working with someone who can help you.
