Hi –

I am looking for planetarium software for making 8.5 by 11 inch plots
on my ink jet printer so stars, DSOs etc will match exactly (or almost
exactly) data on a star atlas (for example, SkyAtlas 2000). With this
particular atlas the paper size would limit the plot to about 20 by 25
degrees.

The scale and projection of the paper plot and the atlas would have to
be the same for an exact match but a slight difference in projections
may give results that are acceptable.

My goal is to make plots on translucent paper so I can overlay this on
an atlas and make notes on the plot prior to an observing session.

You want what doesn't exist as far as I know.

If you have a flat bed scanner you can scan the page and
print a transprarency from the scan. You can make a negative
or change color to monochrome as needed.

All the planetarium software I know about will let you print
a copy of the plot, and you can make field notes on that.
It seems to be a great deal of trouble with no benefit to
match a particular star atlas.

Paul:
Check this atlas: it comes as three levels, and you can d/l the one
you need, or all, but be warned, it is quite big, and set up for A4
paper. You can use US legal size paper with great results. It may be
what you're looking for.
