Is this group the appropriare place to discuss energy use in buildings
(measuring, monitoring etc)
Is there anywhere more appropriate?

You might try alt.hvac, alt.hvac.design,
alt.hvac.pro-series.moderated,
sci.engr.heat-vent-ac
