You've been shown how to build a basic circuit that

There is no such thing. Just making words up doesn't mean
anything.
Measure your own "funky wave forms" and blame the meter.
Yes, anything other than steady DC or sinewave AC will give an
incorrect reading on any
ordinary (non RMS) reading meter. Also high frequencies will
under-read on most meters. With
some meters that may mean frequencies as low as several hundred
Hz but certainly most readers
will under-read @ several kHz and it gets worse as the frequency
goes up.
Watch the step charging of the water capacitor.
No such thing.
Maybe not to a jerk like you who won't experiment to learn
anything.

A load of nonsense from a load of know-nothings.
Take it up with this experimenters who have demonstrated Meyer's
Electrical Polarization Process then.

More total nonsense.
There are other WAY AHEAD of these guys including my technician
who
has been able to copy about a thousand pages of Meyer's original
engineering drawings.
They are actually doing something as opposed to denying reality.
You wouldn't recognise REALITY if it smacked you round the face.
You need to stop believing in fairy tales.
