SETI should probably focus on other galaxies.
The most common resolution of the Fermi paradox
(we are the first in our galaxy) means success
in our own galaxy seems tremendously unlikely.
However, physical travel between galaxies may be
more challenging - so the same logic does not
rule out life in other galaxies.
If so, it seems possible that there may be living
systems electromagnetically beaming their genes at
other galaxies - as in the story "A for Andromeda".
In which case, we might have some chance of detecting
their signals - and the results would benefit us.
So, we should probably attempt to determine which
galaxies to look at by using spectroscopy:

Then we should scan them carefully.
