Anti-Testing Group Says Exams Hurting Minorities

Albany, NY (AP) 10/15/03 -- Critics of the New York State's
standardized tests say minority students are particularly
hurt by the tests.

The group "Time Out From Testing" found that minorities are
failing Regents exams and dropping out at rates higher than
white students.

The group is a coalition of parents, educators, unions,
Democratic Assembly members, and civil rights groups.

A survey by the group found that in New York City, almost 37
percent of Hispanic students and 32 percent of black
students didn't pass the history Regents last year--compared
to less than 15 percent of whites.

Similar disparities were found in Syracuse, Yonkers, and
Albany.

The state Education Department disputed the group's data.

Spokesman Alan Ray said the dropout figures reported by the
coalition reflect improvements in record keeping in New York
City.

The state Board of Regents has made closing a performance
gap between racial, ethnic and economic groups a high
priority.
