I already sent a lot of resume through fax but no respose. Who can
help me or give me some advice.

There are a number of good books. I recommend "What Color Is Your
Parachute?" Successful suggestions are covered at length there.

The most important is to develop your personal network. You will
probably not get a job based on blasting unsolicited FAXes. You will
most likely get a job you will hear about from people you know.

Word of mouth works a whole lot better than scatter-shooting....

Try in alberta, canada. There are lts of positions open for all
diciplines of engineering there. Decent pay and good weather after
March.
