Hi:

I was simply wondering where one might get materials to build the
Lifter such as the Balsa wood and the power supply to power it and
make it lift.

Balsa wood at the local craft shop. Power supply in the form of a rubber
band and preformed plastic or wood propeller is also available.
Or possibly you are looking at a toy by that name which uses electrostatic
propulsion but is less practical than a rubber band driven toy aircraft.
