Wondering about the change of the phase of an EM plane wave by
reflection from a mirror and whether it depends on the incidence
angle. Any suggestions?

For one polarisation (TE, iirc), it doesn't depend on the angle. For the
other, TM, again iirc, the phase shift is 1/2 wave on one side of
Brewster's angle, and 0 on the other. It's due to this transition from 1/2
wave to 0 that the reflection coefficient at Brewster's angle has to be
zero.

For non-absorbing media, 1/2 wave or 0 are the only possibilities. You
might be able to get other phase shifts from absorbing media, which might
be dependent on angle. Or maybe not. Hecht, Optics, has a good coverage of
the Fresnel amplitude reflections coefficients, including at least
magnetic media, and possibly absorbing media.
