Regarding time of year dependency of the neutrino rest mass as observed
by Lobashev one can assume that the energy is dependent on interaction
with some particle in space. When the planet Earth is moving towards
these particles the total energy inflow to the bet decaying nucleus in
increasing leading to a higher electron energy and lower neutrino rest
mass. When Earth is moving away in the same direction as the particles
are moving their kinetic is relatively weaker and the collisions will
provide less energy to the beta decay process leading to lower electron
kinetic energy and thus higher neutrino rest mass.
(I apologize for being wrong before regarding the U shape of the
distribution of kinetic energy of anti neutrinos from beta decay. The
correct shape is bell shaped. It is similar to the shape of the beta
decay electrons but mirrored around a vertical axis.)
