Hi all,
I am currently studying on the comparison of different coded videos
quality but I should first classify videos into different categories of
motion (like still videos or fast videos like car racing). I'd like to
know if there is any open measurement of the motion in a video if I
want to quantize it. Thank you in advance.

Hi
I think there is something like that in a recent mpeg coding ....the
rate of keyframe is high if the video is fast and the rate of keyframe
decrease with the speed of the video...
Sorry I don't know more....
I hope to help you...

Google for the MPEG7 motion activity descriptor.
