Well, she is, I suppose, but England and Britain are two different things -
and then there's the Commonwealth to consider, the independent countries of
which still keep her as their ceremonial head of state. Technically she's
"Elizabeth II by the Grace of God, Queen of this Realm and of Her other
Realms and Territories, Head of the Commonwealth, Defender of the Faith".
