you can transfer FSIs north to Baugs of Parsi agiaries too

and you do incremental building ---------- people move in, pay money,
and even every 4 floors they can move in.
That way you will get nice big paid-for flats.
Since all the properties are Parsi Punchayet there should be no
problem.
And Parsi flats of existing people in baug should become slightly
bigger.
