Langley and the Pentagon are part of the same family, but deal with
different dimensions of the same National Security problem. In an
atmosphere where you have to be cleared for everything, the concepts
of the Pentagon in the intelligence arena appear attractive because
soldiers don't have to be "cleared" to detect and destroy. The power
of the CIA is not in detection and destruction, but rather in passive
intelligence gathering and the active responsibility of harnessing the
power of the intelligence related design and production shops to
produce things and services that serve to make the enemy more
detectable and more easily destroyable by their siblings in the
Pentagon. Production Intelligence should focus on bogging down the
enemy with "malware" (software and hardware that serves to make the
enemy more detectable and more easily destroyable). Forgeries of
enemy equipment with features that the enemy can't detect,
substitutions of substances, electronics, computers and weapons that
are done clandestinely, and mass production of instruments and
equipment the enemy will use but that will aid significantly in the
detection and destroyability of the enemy should be a role of the
intelligence community. I believe that passive intelligence should
focus on areas that aid the combat mission by providing leaders with
decision critical information(passive intelligence) , and also by
providing the military with yet easier means to better detect and
destroy ("production intelligence"). Intelligence should serve to
"Listen" to the enemy and provide information, and "Set-up the enemy"
for detection and destruction by the military. |
