Obviously the obvious needs to be stated. No one is
complaining about those who have earned their money by
creating and/or selling products to people who can use them.
When one talks about "white collar criminals" they are not
even talking about criminals per se. Many of the people who
are being talked about, are those who by dint of
legislative shennanigans are managing to keep, what would
otherwise be criminal activity, legal for themselves to
engage in. Example is Pataki's legislative change to the
public utilities laws, that gives them the right to keep
overbilling charges that the consumer doesn't catch within
12 months. Meaning that if they over bill you -- charge you
for service never performed and/or goods never supplied --
and you pay that bill, you have 12 months to get your money
back or they get to keep it.
The methods of utility billing are not simple, evidence
that there are professionals who offer services to do just
that for you. Thusly, before Pataki's law change, if you
hired one, and they found a small error accumulated over
time, there would likely be enough of a recovery to make
paying for the professional worthwhile. Not now, since a 2
dollar error could only be recovered for the last 12 months,
even though it may have been occuring for decades.
But that's small potatoes compared to some of the
legislative changes that big businesses have gotten. That
allow them to make money at the expense of the public.
The "Unnecessary Wars" that Bush engaged, allowed many
business suppliers of war materials and services to profit
immensely at the expense of public treasure and lives! The
wars were not justifiable, but you can bet that the profits
were, at least some of them. There were also a lot of
profits made by overbilling, billing for services not
rendered, supplies never delivered, accounting "errors"
(always in the companies favor, never in favor of the gov't
as the word "errors" suggests). Not to mention falsified
billing and false billing practices like having subsidiaries
and suppliers inflate their bills, collect from the gov't
and then pass kickbacks along the supply chain.

Yes, like the simple expiedent of calling "insurance"
policies "swaps", that allowed businesses to sell insurance
without any requirement to show that they actually had the
money they needed to settle claims. Just to give one
example. Just imagine how easy it would be to make money,
if you could simply go through your own neighborhood and
sell all kinds of insurance, fire, theft, auto etc.,
collect all the premiums you could, but then file for
bankruptcy the moment someone puts in a claim. But that's
exactly what banks were allowed to do, that crashed the
economy and threw millions of people out of their homes and
their jobs.
