in more obnoxious looking threads than just not reading the idiocy.

for NYC.

What's your evidence that he did so?

People are making a fuss for the wrong reason. Call it a quota or not,
or say it shouldn't be done only for revenue or don't, but it's an
admission by the city that it's only tackling part of the problem.
