That was my initial thought as well but we have really only seen him in
recent years with that damn African Tuke on or with really short hair.

Could just be a comb-over eh?

It's actually just a shaggy mess.
Look at all the old pics of Neil's hair in it's long incarnations.
It's obvious that he's got a major cowlick, or two, that make his hair
do crazy things.
At some point, in the 80s, it was probably suggested to him that he
keep it short.
How do I know this? I have a large, angular cowlick right at my
hairline that has given me fits, for years.
When my hair started thinning, a wise hairstylist told me that cowlick
would be my bane, for the rest of my life, and I should give up any
notion of longer hair (unless I wanted to keep it in an Iwerksian
ponytail, forever)

This is going to sound daft, but that is the first time I can recall
hearing NP talk and he doesn't sound like I thought, I don't know what
he was supposed to sound like but it wasn't like that!
