Hello all,
Here are the various restriction of scenes in the movies based on
MICA/MDA decision and hope the following is useful for your
information. Have a nice day.
What have been agreed on video issues.

1) Allow up to M18 for all video outlets. MDA should, however,
regulate the sale and marketing to prevent abuse.
2) Allow R21 videos at educational institutions and libraries approved
by MDA for in house referencing only.
What have been agreed on content issues in films/videos-future.

1)content that undermines public order, nation's security, denigrates
race and religion, erodes moral values through pornography,
deviant(unusual) sexual practices , sexual violence, child
pornography, bestiality(sex with animals) etc. Please refer to Anna
Hooper's DK referencing guide to help you determine which are the
right sexual methods.
2)Gradually enlarged common space for discussion of racial and
religious issues through various medium, as a long term approach in
fostering racial and religious understanding and harmony.
3)Continue to strike balance on creativity and maintain moral
standards.
4)Take a more flexible and contextual approach when dealing with
homosexual(Gays and Lesbians) themes and scenes in content.
5)Allow greater leeway for adult accessing content that is not
exploitative.
6)Children will be imposed with stricter content for strong violence,
elements of torture etc with higher ratings, late hour belting,
control of sale and provision of consumer's advice.
7)Allow greater leeway to non-exploitative sex and nudity content for
adults. Strict control on content will be imposed in public places.
8)Allow adults to access magazines and movies like Cosmopolitan and
sex & the city through suitable distribution channels.
9)Young will be imposed with strict control on content for coarse
language(include foul words/speech).
10)Apply same standard for coarse language in local and foreign
content, which takes into consideration the impact
The other issue which I would like to highlight is that web shops and
video shops in local market here(which someone had talked about the
paying in full to sell anything like amazon.com) could have paid up
everything to sell anything here like multi usage consumers item. This
is the reason why should one of these consumers product like videos
rating of up to R21 which have not been registered into the MDA
webpage, the product could still be sold over the counter despite the
overriding of the MDA's webpage for the M18 rating updated on their
web site. The full business license which allows shops to sell
anything could range as high as approx SGD40k to SGD70K. Certain range
of movies like Steven Seagal and Stallone's are based on the M18 but
tennager whom are eager to watch all these but are not qualified to
own any of this due to not reaching the age requirement to purchase
any of the M18s. This is one of the reason why items of these category
are not sold over the counters in Singapore. (A prevention issue where
kids will stay around the shops which would result in the closure like
one of the sex shop in Orchard Lucky plaza). This method of overriding
the requirement at MDA's film rating to show the full unedited film is
something like ‘paying through legal channels to sell any
thing.(Probably some consumers products which was sold is likely to
breech the local requirement in a government department for this
reason). This is to say that it is a government issued business
license.
N/B: Horror movies in theatres are still badly censored and cult
movies are still not shown in theatres.....beware...... |
