I agree. When Charlie found his ticket, Slugworth was on hand to ask
him to steal a gobstopper, the one piece of candy Wonka allowed the
kids to take with them when they left the factory. It was no
coincidence that a kid who lived in the small town where the factory
was would turn out to be the one to pass all Wonka's tests; Wonka
designed it so Charlie would win. It was obvious he had his eye on
Charlie to succeed him for some time.

I think that sometimes viewers theorize that "one character
orchestrated 'the whole thing'," when really it's simply the writer
who orchestrated "the whole thing."

Slughworth was immediately on hand when ALL the golden tickets were opened.
Obviously he knew where all the tickets were and just hung out there.

For some of them, "Slugworth" didn't show up until about the same time
that the news people did with their cameras.
