somewhere I read that one restoration of Lon Chaney's silent phantom of
the opera has the billowing cape tinted red toward the end of the film.
The version I've seen (sorry can't recall which release this was), was
beautifully tinted, but no red cape.
anyone know?

You're probably talking about the Photoplay version of The Phantom of
the Opera. Released by Milestone. Looks like this.

Be on the look out for it.

Red is the only color that I have ever seen.

Here's a still image.

Not I. But yesterday I was in the offices of Ridley & Tony Scott, and in
their lobby is a massive (probably 5'x5') original poster for the silent
Phantom, featuring just that scene, with a glorious rendering of the phantom
in billowing scarlet cape. I doubt there's any among us here who wouldn't
consider a major felony in order to own that poster. It's just stupendous.
