Er, not really.
The actual filesystem is reiserfs or ext3 (or whatever) but because
Windows only sees the other end via Samba, it just sees it as a Windows
filesystem. That's what Samba is for.

But SUSE already meets the OPs requirement.
IIRC the OP's problem has to do with how the different OSes timestamp
files and/or the different timing resolution used. Sorry, it's been some
time since I was heavily involved with Samba and the details fade with
time...
I've seen comments elsewhere relating to the use of Windows-based 'make'
utilities which get worried and unnecessarily rebuild stuff when files are
saved on Windows filesystems hosted through Samba.
Possibly relevant smb.conf items:
"dos filetime resolution"
"dos filetimes"
"fake directory create times"
