Is there any linux software package that enables anyone to set up their own personal online
backup/versioning file system?

I haven't used it, but afbackup is a client-server backup system.
If your distribution doesn't have packages for it, you can get
it from http://sourceforge.net/projects/afbackup/

I haven't tested it yet but I really doubt that versioning file systems are able to accurately store
version changes of any given file. Some applications save files by writing brand new copies of a
given file which are then renamed to the original file while the original is either renamed or
deleted, and therefore screws with the file system's ability to keep track of a file's history.
