I am trying to find the best card that is best supported for Linux that
has TV Out. Okay, I can't afford the best out there, but a good TV Out
card that has drivers would be nice. Thank you for any help.

Define "best" more rigorously, please.

Any of the nVidia cards with TV-out should work fine as long as you
install the evil binary-only kernel module and X server from nVidia.
Then read the README, specifically appendices G and H. That'll tell you
what changes you need to make to your xorg.conf to be able to use
TV-out. You can get a GeForce 2 MX 4000 with TV-out for about $50.
(This also gives you OK hardware-accelerated 3D if you want that.)

IMHO - nvidia seems to have the best support right now.
